Dr Chan graduated with a Social Work Diploma in 1974 and joined the then Prisons Department (renamed Correctional Services Department in 1982) in Hong Kong as Prison Officer in the same year. After 32 years of service, he retired in 2006 as Assistant Commissioner of Correctional Services. He was awarded the PhD degree in the area of criminology from the University of Hull in 2013.

From 2008 to 2015, Dr Chan worked with HKU School of Professional and Continuing Education (HKU SPACE) as Senior Programme Director and later also held the position as Associate Head of the College of Humanities and Law, HKU SPACE. His main responsibilities at HKU SPACE were in planning and administrating full-time and part-time criminology and criminal justice related training programmes for students and law enforcement departments.

Dr. Chan has been appointed Honorary Lecturer at HKU Sociology since 2011 and has lectured the following modules for both undergraduate and postgraduate students:

  • Sociology of punishment
  • Social control
  • Perspectives on crime and deviance
  • Criminal justice: Process and politics
