Dr Ming Tak Kalwan Kwan appointed to ICAC advisory committee and delivers UN keynote on prison anti-corruption

Dr Ming Tak Kalwan KWAN, Honorary Lecturer in the Department of Sociology at the University of Hong Kong (HKU), has been appointed by the Chief Executive of the Hong Kong Special Administrative Region as a new member of the Citizens Advisory Committee on Community Relations (CACCR) of the Independent Commission Against Corruption (ICAC), with effect from 1 January 2026.

The CACCR is one of ICAC’s key advisory bodies, providing advice on community education, public engagement, and strategies to strengthen Hong Kong’s anti-corruption culture. In his new role, Dr Kwan will contribute his academic expertise on crime, governance, and institutional integrity to the Commission’s community relations and preventive education work.
In addition to this public appointment, Dr Kwan recently represented Hong Kong, in his capacity as Honorary Lecturer at HKU, at an international conference organized by the United Nations Office on Drugs and Crime (UNODC) in Doha, Qatar. At the conference, he delivered a keynote presentation on “Anti-corruption measures in prison systems,” sharing research-informed insights on corruption risks, institutional safeguards, and best practices for strengthening integrity in custodial settings.
Dr Kwan’s appointment to the CACCR and his keynote address at the UNODC conference underscore the growing recognition of his work at the intersection of criminology, prison studies, and anti-corruption, as well as Hong Kong’s contribution to international discussions on clean governance and criminal justice reform.
